I have a Fiskars circle cutter that will cut up to an 8" circle. It's around $15.00 but a friend of mine found one at a thrift store for 50 cents and bought it for me!
I love my Circle Scissor by EK Success. But I have to tell you that I could NOT get it to work on the hard plastic "cutting board" that came with it. Then I tried it on my soft quilter's cutting mat and it is awesome!!!
There are 120 little holes for the blade, so that is the number of different sizes you can make. 6 inches is the largest. My old one is marked in centimeters, but they tell my that the new ones are done by eighth inches.
Here is one card with a circle, done for an SCS Sketch Challenge. Topiary
I vote for the CM system. Shhh, don't tell anyone I said that...TAC sells the Coluzzle, but I cut all my circles with the CM! Some people love Coluzzle, but I don't like it!

I love my the EK Curvy Cutter in oval and have the circle on my "TOBUY" list (abut $20 each), but can sometimes find at JoAnn's or Michaels with coupon. I have CM also and it is great and has more shapes, but is not as easy as the EK. I use both with the Glass that EK sells and recommends. The cutters just slip around so easily compared to the healing mats. I had a learning curve with CM, but the EK was a no-brainer.
Hope this helps. Anyone that is using a saucer....save up and buy. Tools make things so much easier.
