What a fun challenge! I went with "pinwheels" for my wheels! I've had these cute little dies for a while but this is the first time I've used them. I also have a tutorial on how to make your own simple pinwheels if you don't have dies. Pinwheel Tutorial.
So I die cut 6 small & 6 large pinwheel arms out of a blue/white double sided paper. I used a dot border stamp to add the blue polka dots on the white side. A fading dot border die was used down the left side then I backed it with the same paper & stamped a greeting and added the pinwheel.

I have done one pin wheel card and it did not turn out nearly as effective as yours. I think I will need to check out the tutorial and try again. This is brilliant!
