Sorry, I should have been more clear!
I chose to cover my tacks with a circle shape (but you could use any shape). I stamped the heart on the front and then put a piece of sticky strip all the way across the back. I put a washer on top of the sticky strip on the back, and then in the center of the washer is a hole just big enough for the flat head of the thumbtack. Basically, you are just making the head of the thumbtack bigger with your cardstock and the washer is there for added support. Does that make a little better sense? It was SO easy and inexpensive to make and the girls at my last party who did this loved it!

Well, it's just super cute. I had a hard time getting a visual of the whole washer push pin thingy. I think they said to use a 3/4 inch washer, does that mean the diameter of the washer is 3/4 inch or the inside hole? Tonya
The diameter of the washer is 3/4" on the OUTSIDE. The inside hole is just big enough for the thumbtack. The cheapest place to get them is a hardware store. You can also do the same thing but put a circle magnet on it and make fridge magnets. :)
