Here's what I did:
Cut two sheets of complementary colors 8.5 x 5.5
Cut a third (black) 8.25 x 5.25
The dark one is the cover and the light one is the diorama, the black is the back drop for the diorama.
To make the diorama--Score the light cardstock at 2 1/8, 4 1/4 and 6 inches. The 2 1/8 and 6 inch score should be valley scores and the 4 1/4 should be a mountain score.
At the mountain score cut a hole from 1 1/8 to 4 1/8 and one inch deep (from the center) so the depth is actually 2 inches.
On the top of the diorama punch a hole nearest you and one nearest the inside of the card. Thread the DMC floss from inside the diorama hole up through the punched hole, across the top and back down the second hole. I then taped the floss between the diorama sheet of paper and the black sheet of paper. I didn't want a bulky knot.
For the fish, I taped two pieces of paper together on one end only to hold the paper together while I cut around the fish. Then I put the floss inbetween and taped it all up.
Assemble the card so that the light color is about 1/4 inch in on all sides. Tape down.
NOTE: Make sure the light color (diorama one) is not smaller than what I mentioned above. I tried making it smaller and then when in its pop-up shape, I had too much of the green showing and it looked funny.

p.s. I saw the idea in a book. I had to figure out how to do it myself. The book has templates to enlarge and cut out, but I don't have access to a copier so I had to use a bit-of-brain-power.
