The technique for TLC954 is Frosted Filters. Here is the technique tutorial Frosted Filter Tutorials at Splitcoaststampers
For my project, I utilized light blue gift tissue paper (not the type for blowing your nose) and around 4-5 Dylusion shimmer sprays. Although it may not be evident in the photo, the outcome is a stunning shimmer effect on the sphere. While searching through my stamp collection for a suitable design, I came across this lovely young lady stamp. Her wings were an ideal fit for the globe's oval shape and complemented it wonderfully.
The tissue paper is a bit fragile and the sentiment covers up some minor tears from my finger touching it too roughly.
Thanks for looking.

Your shimmer sprays really did create 'magic'! Lovely card!

Five sprays! I can bet you found the tissue delicate to handle till it had dried. I remember a lot of torn attempts for the watercolor tissue paper background tutorial. I had to especially get coffee filters for some other technique challenge because European ones tend to be the conical shaped ones, and I couldn't work out how they would work!! But tissue paper is a good sub for them, and looks gorgeous here.
