I grew up with that picture. It shows Fausto Coppi and Gino Bartali, friends and competitors on the Tour de France 1949.
They are the leaders and Gino gave Fausto* a bottle of water, in the middle of a fight.
That's what means competition to me - no matter what, there is allways enough energy left to help your friend.
The sentence is in german from Konrad Adenauer and I guess if I try to translate this, bad things will happen^^
It means that there are two possabilities for success: do what they tell you or be a rebel.
Don't hit me for that please, it's just the meaning of it, my english is not that good.

* just for the interessted ones: there was / is (still) a discussion who gave who the bottle. Now they say there exists a small film about that scene, and it was Gino who gave Fausto the bottle. Honestly I have no idea, i just love the gesture.
