I put a layer of yellow, textured card stock onto the card base. Balloons were then diecut from various pieces of colored card stock from my stash; run through the Xyron on the front side and then loose glitter was applied. I glued fun foam to the backs of the balloons for dimension and added string. After I arranged the balloons, I stamped the sentiment on a scrap of c.s. (same as card base), shaped it into a banner using my scissors. I had a few sparkly confetti stickers in my stash that I added to the card for a bit more sparkle
