Well, that was easy enough. I punched some grass and balloons, used Washi tape on two of the balloons and stamped the other with an unknown foam stamp.
The fence is a die cut listed below. Tied my twine to the fence and had the balloons run along it.
Added a sentiment and finished!

Oh, this is so awesome! Whenever I see balloons on a fence there is either a party or a welcome home. To me, the person may be getting home from the hospital or a treatment to find these festive balloons to lift their spirits and welcome them home. Love the wooden fence.

Oh this is pretty. I love how you tied the balloons to the fence. A wonderful sentiment too. I haven't been able to be around here much lately as I've been recovering from surgery, but I'm sure glad I was able to pop in for a few minutes today to see this
