This verse is such a sweet reminder of the faithfulness of the Lord and was given to His prophet Jeremiah "while he was yet shut up in the court of the prison" when the southern kingdom of Judah was taken into captivity (the northern kingdom had fallen years before). It was given to Jeremiah in order to encourage the Lord's people that they would not remain in captivity forever, but that He would free and restore them to Himself.
It is a message of encouragement even for today, as the Lord does not change. His children, those who are in Christ, are to call upon Him and we can be certain that He will answer. . .it may not be in the way we would expect, but it will always be in the way that is best for our eternal good and His glory. He also promises to answer those who call out to Him for respite, those who recognize their neediness and dependency and insufficiency, those who are hungry and thirsty. . .call on Him: He WILL answer!
