Hey Musbysmom,
For the bow I took 12 inches of washi and folded it in half so that it stuck to itself and became a 6 inch strip. Snipped partway into one edge every quarter inch along the strip. Rolled it up around a pencil tip and then "smashed" it down a bit. Adhered it to a punched circle with glue and voila - a fringed flower!
