These can be made with either Tootsie Pops or Blowpops (I choose Blowpops 'cause I'm not very fond of the Tootsie Pops myself).
I bought a bag of 50 Blowpops at my local Walmart for about $4.00 and a pack of white tissue paper at my Dollar Tree (50 sheets for $1). I cut the tissue paper into sections (mostly I just followed the creases from where it was folded). Then I ttok a pop, wrapped the tissue around it and secured it at the "neck" with a skinny black or lime green ribbon, The finishing touch was to simply dab on two black circles for eyes with a permanent marker.
*FYI-the "stand" that the pops are sitting in is a recycled cereal box that I decoupaged with Halloween Papers and drilled Holes into. It makes the perfect display!
