I'm not sure about a tutorial. A friend made a flower like this at a card swap at a retreat. Basically, cut a rectangle of paper (not cardstock) and then cut one of the long edges with a scalloped border punch or die. Then fold back and forth making pleats at each "scallop". Adhere the two opposite edges with red tape so they are stuck really well. I put a dallop of glue on a card base, pressed it down and put a coaster tile (or something heavy to hold it down in the glue) while it dries. I finished with a punched circle and button to cover the middle. The size of the initial piece of paper determines the size of the flower and number of pleats. I just played with it until I got the size I needed.
