The paper is misc. from my stash (betcha coulda guessed that, LOL). A MS punch on the border and McGill for the balloons and dimensionals. I've been using Zots, and they just don't always have enough lift for my taste, so I doubled-up on these (and in some cases, tripled). Elmers paper glue to adhere the balloon string. Final punch is the 1 3/4" scalloped circle from SU.
The string for the balloons is actually plastic that I scrounged from some packaging rather than recycling it. I think it works well enough, and kind of unique.
