The background on this card was made by dropping alcohol inks on glossy CS, then embossing over it with detail black EP. You could achieve the same effect, for this card anyway, by applying an assortment of Bold Brights inks with a sponge to cover the glossy, and then embossing. For some reason, the scanner can't pick up the correct teal color -- it's actually much more vibrant.
