A technique I learned in a Twinkling H2Os class. The reindeer image was stamped and embossed with white EP on watercolour paper. Then, cover the whole piece of paper generously with your chosen Twinkling H2O colour, then flick water drops on it to create the splatter. When completely dry, you can rub over the embossed image to remove any excess paint from it. In real life, it gives more of an effect of stars with auras around them - it's hard to capture in the photo. It's mounted on very shiny silver background paper which is also hard to capture in a photo.
