The blue layer is 4x5 1/4 so it just gives a little border of the white background showing. The white layer is 3 1/2 x 4 3/4. To get the slot punched in the correct spot, hold the white layer where you want it to end up. Grasp the layers firmly with your hand on the side, with the white layer on the top. Then take your punch and turn it up side down. Slip the silver part (the bottom of the punch) between the white and blue layers. The big black black part of the punch will be under the blue layer. You can see where the punch will go now. Punch about 1/8 inch or so lower than the edge of the white layer. Keep holding the layers firmly together with your other hand and do the other side the same way. Then slip your white layer in the slots. You may have to experiment with your particular punch to determine the right amount of space to leave. Hope this helps. It sounds worse written out than it really is.
