I love Tim Holtz's scissors. They've stayed sharp longer than any other pair I've had. They do leave tiny perforations on the paper, so if that bugs you, then be forewarned. I also use a good pair of Fiskars. I use a pair that has a comfort grip, which comes in handy when you do a lot of cutting.
I like my Cutter bee scissors, Craft & Rubber from SU, and I bought a good pair of regular sheers from JoAnn fabrics but I can't remember who makes them.
I like that the Cutterbee scissors are sharp to the very point-makes getting into tiny places easier. I know that some people who cut out small images like the curved manicure ones. As far as larger ones, I like the medium Martha Stewart ones because they cut straight (don't ask-all the crooked cutting scissors are in the same dark closet with the crummy paper trimmers!)
I agree with everyone else-keep a sharp pair for ribbon only and guard it with your life. I have several-one for home & one in my workshop supply container. I tied a ribbon on the handle so I don't mistakenly cut paper or something sticky.
I used Cutterbees before I found the Fiskars ones I linked above. I wore out several pairs and got tired of sharpening them so I moved on! I also got tired of the painful dents in my fingers from cutting a lot. That's not to say that the Cutterbees aren't good, they are. But if you plan to do heavy usage and don't have tiny hands, I'd get scissors with a comfort grip. Just my two cents.

I love my Cutterbee's too-I love the fine blade.. but if I have to do a lot of cutting, I have a pair of spring action pink Tonic scissors I got from JoAnn's. I also have the Fiskar's spring action, but I think the Tonic ones are much more comfortable, and the blade is a little finer for the smaller spaces.
For rubber, I love the Tonic/Tim Holtz scissors as mentioned above. SO much better than the black rubber scissors I got years ago (dont' remember the brand). The Tim Holtz (red handle) are serrated and so much more sturdy and easier to clean, the handles are a bit bigger and more comfortable too. And.. the best part is they will cut just as well on your rubber if you're cutting from the left side or the right side.
I also have a pair of Ginghers for my fabric/ribbon.
