What do I do with Basic Grey card folders?

Does anyone know what these are for? I was given a few, and was just going to cut them up and use the paper on cards, but I thought I'd ask if anyone here is familiar with them.

They would be cute little altered file folders on a scrapbook page or something... with one of the monograms in the circle or flowers in the three circles...

I am not sure what they are from the picture, but I used some Basic Grey mini folders in my scrapbooks: One, I used on a page about my Mom in her kitchen, and I put some recipes inside the mini folder, held with a paperclip (Becky Higgins idea). The others, I used like photo mats, cut them apart.
