I would recommend Basic black and a family of spots for a beginner. You can get a package of spots for ~$2US more than the 4 other pads and you get 12 colors to play with so you can figure out which ones you like. You can do everything with spots that you can do with a full size pad and they're more portable. Pick your favourite family, or since it's approaching summer you might want the Bold brights.

I think it depends on what the beginner likes to stamp. Does the beginner like big, bold images or penciled images that need to be colored in with another medium? Does the person like flowers or do they stamp for men/boys? I bought my pads for projects at first. I wanted to CASE a particular card, so I bought the inks I needed for that project and so on.
The spots are an excellent way to start. You can own every color quickly and buy the larger pads of the colors used most.
Real Red (or Ruby Red or Rose red)
Garden Green (or Old Olive or Glorious Green)
Brocade Blue (but I prefer Ballet Blue now!)
Lovely Lilac
Summer Sun (or So Saffron)
Basic Black
Next, I bought:
Pixie Pink (or Regal Rose, depending on the red you chose above!)
Only Orange (or Pumpkin Pie)
Basic Brown (or Chocolate Chip or Close to cocoa)
Night of Navy
Burgandy (but I prefer the old one or Cranberry Crisp!)

Black waterproof ink (I like the StazOn and Palette pads)
Versamark - I like using the Versamark for making neat backgrounds with smaller stamps. I've even used this for my signature stamp on the back of cards.
Embossing - I don't use my embossing ink pads for actually embossing anymore (because I really don't do this technique as much anymore) but I do use my embossing ink pad to lubricate my Kai scissors when cutting stamps to keep the scissors from getting all gooped up.
Metallic Gold - I like using this for edging cards
Metallic Silver - Ditto for edging cards
I don't really use colored ink pads all that often. I do have all of the spots and the markers.

I guess it depends on who you ask. Personally I would suggest with getting a black and then staying in the same color group for your other 4 choices. That way you can get a multipack of cardstock and have it coordinate.
My favorite 2 are Pink Passion and Pixie Pink. I bet you can't tell that by my signature!!
Permanent Black (Staz on)
I like the Palette Black (it's a hybrid can get through TAC, or Basic Black from SU) this is my every day black
Versa Mark - a great pad that you can use for a lot of functions
Brown
Navy
It really does depend on who you ask. I personally like a more whimsical style, cute more than elegant. So keep that in mind when looking at my choices.
Black-Stazon (SU black looks purple compared to Stazon)
Certainly Celery for green although I use a lot of green and like them all except Glorious Green and Handsome Hunter, yuck
Chocolate Chip
Choose your fav pink, mine personally is Pixie and Passion
For blue, I love Cool Caribbean, which is going out, but I'm stocking up on refills
I would say the top ones to buy would be Versamark & SU Basic Black or Ancient Page black. For other colors, the SU spots, Versamark cubes or Colorbox cateye chalk inks have a great selection and are very reasonably priced.
I would get: Black StazOn and Versamark as staples not colors
Then I would pick one family and build it. I suggest starting with Rich Regals if we are talking SU here.
I would start with Always Artichoke, So Saffron, Ballet Blue and Regal Rose and Rose Red for colors. The two pinks because they work great for two step stamping and that is a great way to start stamping and feel sucessful right away. I am also taking the spring/ summer season we are in into account and these colors are cheerful and great for flowers.

You need a dye ink, a solvent ink, a pigment ink, and an archival ink...in black. Okay, so that's only 4. After that, it will be a matter of choosing what one of your favorite colors is.
When I first started stamping, I went out and got a whole bunch of colors...I've since sold most of them. If you like to just stamp an image and leave it then you need lots of colors. My preference is to color them so I generally stamp in black or grey. If I need to "multi-color" an image, I use brush markers directly on the stamp.
Of course, I've since added colors back into my collection, but I get them one at a time for a specific project and I also get a specific "type" of pad. I have 2 different pink pads...the shades are quite close, but one is a chalk ink and one is a dye ink, so you get very different results, iykwim.
So, my personal advice...invest in a dye ink, an archival ink (my fave is Ancient Page Coal Black) and a pigment pad...all in black. Use those, experiment, see what qualities of each you like best...play with different coloring techniques and determine what your preferences are.
From there you can get individual pads as you know more about them and can be more reasonably sure you'll use them.
I agree with Michelle 328 about needing black ink in dye, archival, pigment, solvent, hybrid, etc. I have a nice little collection and am looking to add Pallette Noir next!
I'd also get a few browns & greys because sometimes you want a softer looking image.
A VersaMark pad (and reinker) are "must haves".
Then you'll probably want metallics. I like the Brilliance Metallics best.
I use my colored ink pads for edging, swiping, distressing, and other dtp uses more often than actually stamping with them.
I started w/spots. I bought regals on the bay and I really like the earth elements set. Then from there I started buying the pads that I noticed I used ALOT. So...my point? Like some are saying...start w/a set of spots.
I am going to assume you are new at stamping and new to SCS so may I suggest you listen to Jeanne in post #7. She is the best!!!! Knows the most!!! Makes the most incredible cards!!! If you follow her advice you won't go wrong, just check out her gallery and see.

1. Stazon Black (I NEVER use SU Basic Black. It is not "black" and looks so weird to me)
2. Stazon Timber Brown (you need a good waterproof black and brown )
3. Versamark (embossing, watermarking, glossy paper... its a must have)
4. White craft pad (can be used on ANY color and looks great!)
5. Dye ink pads (I can't really say one color is better than the rest. For number 5, I say get as many classic dye pads as you can.)
