Try a Google search for "business card envelopes" or "mini envelopes" and you'll probably find a bunch of sites. I was looking for some myself a while ago, but I never got around to ordering so I don't remember what the sites were.

A thought: Are you thinking of trying to mail these or just hand-deliver them? You can't mail anything smaller than 3.5"x5" and the cards would have to go in a larger envelope.

When I want odd sizes, I usually check out Action Envelope first. Some kinds are only available by the hundreds, but the white mini-envelopes come 50 in a package for $9 or 250 for $20.
Go to Oriental Trading and under there Scrapbooking "Experssions" area they have them. I believe they sell for less then $5.00 for about 40 envelopes and they are vellum.
