There are lots of glues that are PVA, but for that tutorial a thin glue like Elmer's isn't going to work. You need something thick enough to hold its shape after the stencil comes off. Alene's Tacky glue might work, but I'd use Golden Gel Medium (you can get it in the artist paint section at Michaels).
