I am not familiar with the pigment since I use Stampin' Up inks. I would try to clean it off with stamp cleaner and a scrub pad and if that doesn't work, maybe even try stazon cleaner. That stuff takes off everything!!!! (but it can be greasy so I wash the stamp in mild soap and water afterwards and let it air dry).
If it has just stained the stamp, it won't affect it in anyway, and some stamps tend to discolor a bit more than others. I guess the natural of the beast so to speak.
Wonder if the ink pad was bad??? I don't know that any pad should be gummy. Maybe contact the manufactor???
