This may seem silly...What is a tootsie roll flower?

It is a paper flower that has a tootsie roll pop in the center of it.
It is similiar to this but the template is a little different from the template above.

A tootise roll is a chewy chocolate candy. A Toostie pop is a sucker with a Tootsie Roll in the middle.
