The only inks I know that will dry on vellum are Stazon and Brilliance. They both have white in the range - Stazon Cotton white is one of their opaque inks that needs inking each time you use the pad (which personally I would find too much hassle) but dries pretty much instantly; Brilliance Moonlight White is a pearlescent opaque pigment ink that will take a bit longer to dry but works well on vellum.
You can also heat emboss with Versamark and white powder (go gently with the heat gun to avoid warping the vellum).
If you have a snowflake embossing folder you can also emboss vellum - it goes kind of frosted where it streches in the folder and looks pretty!
