The following is NOT based on my experience, but you might have a good shot with one of these:
Ranger's archival ink (heat set) and Ranger indicates it's permanent on glossy paper.
Hero Arts says, "Brilliance on Glossy card stock: Stamping on glossy card stock takes more time to dry (overnight is suggested, just to be safe) but when complete, beautiful results are found. Embossing is possible on this surface."
Memento: "This ink is made of pigment ink that dries naturally on vellum and glossy paper. Works great on leather, polymer clay, mica, acetate and more. Perfect for embossing too!"
Palette ink: "It dries instantly on paper and porous surfaces and requires a heat-set on glossy surfaces and fabrics."
