I use elements too, but am in no way an expert, but here's what I came up with for you.
Open a new document in photoshop:
choose the size to be width 4" and Height 6"
This will just now be a blank 4 x 6 page...
Now open one of your photos:
file: open and browse to whereever the photos are stored:
using the selection tool, select a square area of your photo, crop the photo to the square (image:crop)
now resize the photo: (image:resize:image size) so the document size reflects 2" x 2". You'll be able to come close to the 2x2 size, depending on how perfectly square you cropped it
Now, you should be able to see the resized image and the blank, 4x6 page we first created. If you can only see the photo you just resized, from the toolbar, choose window:tile, and you should then see both documents.
Click on the image you just resized, and from the toolbar, choose select:all
Now use the move tool, click on the photo, and just drag it onto the blank 4x6 sheet.
Repeat this for each photo you want.
The move tool is located on the side toolbar that has the paintcan, paintbrush, etc....just hover your mouse over each icon, and it should tell you which tool it is. You can also use the selection tool to select the image, rather than using the toolbar.
