Default Fru Fru

I saw a card in the gallery this morning and they referenced using the FruFru technique. I've searched on every forum for it (FruFru, Fru-Fru, Fru Fru Technique), and I'm not coming up with anything. Can someone steer me in the right direction for instructions?

The Fru Fru looks just like the 'snow' stuff you buy to fill the clear glass ornaments! Don't know if it is the same - but I may just try it.
