Default Working with vellum

What would I use for ink to stamp a sheet of vellum to look like falling snow.

Brilliance white, I think it might be called Moonlight, but I can't find mine to check. You'll need to give it time to dry, but it will. Or you could use StazOn white, which will dry faster.

I have the moonlight. Its a pearlescent white its also a pigment ink so it'll take longer to dry. I have an embossing powder that's white and puffs up definitely looks like snow!

Talking about vellum what's the best adhesive to use. Sometimes I do all the in preparing it and it doesn't turn out the way I want it to because of the adhesives I use. It kinda deters me from using it. Any suggestions?
