Is it a piece of foil cut to a shape, or are you covering a piece of card? If I'm covering a whole piece of card, I usually cut the foil slightly bigger, fold it over the back and use sellotape. If you're cutting a shape, I'd stick the foil to a double-sided adhesive sheet before cutting.
Really, though, any adhesive should stick foil - tape, PVA, spray-mount, mono-multi...
When I was a kid I covered a bottle with foil to make my mom a "vase" for mother's day and we just used plain white glue. It looked fine years later, pretty much like it did when I first made it. No peeling off of the foil at all.
Thanks everyone. I was putting embossed foil into my art journaling Bible. Since the pages are thin the spray glue worked great. Added purple and red acrylic paint.
Interesting technique but not one I will repeat in the Bible. I prefer using ink or colored pencils direct to the page.
