Is the ruler die just suppose to just emboss? I've tried it several times and it doesn't cut the the outside edges.

Yes, the ruler just embosses. There's no cutting edge on the outside of it. I'm not sure why it's designed this way though.

My demo got back to me and said the same thing. I figured since it was part of the "die" set, it would cut.
