WHERE DOES IT GO? Need some HTML help!

When I started my blog 4-ish years ago, I used a background from My Styles - that is apparently not being supported anymore - and played around with the code to get it just the way I liked it. Today, in an effort to avoid this problem in the future, I spent WAAAAY too much time making my own background and header that I can store elsewhere and be in control of it.

Here's the part I need help with: Blogger has changed considerably in these four years and I cannot see where I should add the new code. I'm attaching the part of the code I think needs to be modified. Anybody able to help me figure out where it goes?

Not sure if I can help, but can you attach the text in a .txt file? The screenshot is hard to read.

Goodness. I messed with this a few years ago, and I learned by trial and error mostly!

I do remember this for the header. Where it says maxwidgets you need to change it to a larger number. Where it says showaddelement change 'no to 'yes' and where it says locked change 'true' to 'false'. When you go into your layout, you should be able to add the new header there as a photo, or you can host it elsewhere (photobucket, flickr) and add it there as html.

For the background, it seems like somewhere in your code there should be an image url that you can switch out. (img src=?) You should be able to search for it.
