Is the 6" size big enough to close around the 4"x6" sets? Or are the envelopes open on the top? Seems like you'd want a teeny bit more room - 5"x7" maybe? I like the idea of indexing on the front.

If saving time is the key factor for you, I think the pouches are worth the money. They are so easy to use, and no worries of cutting and piecing the foam, or filler leaking out.

The Brushables are water-based pigment, so they will work on rubber or clear stamps. They're waterproof when dry.
