I use Scotch vellum adhesive all the time and it works great for me. I lay a piece of adhesive down on the back side of the vellum piece, sticky side down on the vellum and paper coating side up....

Another idea...

I've made my own piercing templates with decorative border punches. I punch strips of cardstock and then fashion them into squares or rectangles. Love the other ideas you all have shared!!
