Yep - the sprays you're seeing are being custom-mixed - and a little of the powder goes a long way in a spray bottle... no settling either. I made up a bottle of brown-ish spray to satisfy my need...

I know the alcohol is what is pushing the color away - there's a watercolor technique that I've done where you create a wash and then flick rubbing alcohol into it, and it will push the color away...

As with many art supplies, there's no 'better' - both types of paper have different properties that are suited for different things. I like the texture of cold press paper, so that's my preference....

There's wisdom in that... that's my husband's philosophy with tools! And you don't have to have the *most* expensive - there are great brands out there, and lots of helpful information and enablers...

Some markers just don't blend well when you color directly onto the paper, especially if the ink is very saturated. You might try scribbling some...

Just for fun... I liked the bottle system of the Color Burst product, so I transferred my Brusho powders to eye dropper bottles that I got on ebay - so much easier to control this way.
