So are you talking about filling in the debossed areas? For that, I'd use a 2-way glue pen.

Are you planning to cover the entire surface with glitter? If so, you might try the adhesive sheets that SU! sells (#120805). I've had great luck with those.

A spray adhesive might also work for...
