Okay, at the risk of feeling stupid i have to ask again ...What did you shim?
Have you been shimming the "whole" die over and over, or did you try what i suggested and only shim the very centre.

Try putting paper shim only under the part that...

Try putting paper shim only under the part that does not cut, then if it still does not cut rotate the die a little and try again. Hope this helps.
