Use a couple of coats of modge podge. It does not have to dry in between coats. Try to bend paper into position while they are drying if not wanting them to be flat ie..butterflies.

I am just hoping that someone can explain water cards. I know you use hair gel but what kind of a bag do you put them in and how do you adhere it to the card??? Also any samples I could see would...
