At mine, the clearance spamps were in the regular stamp aisle but had price stickers on the front that read "clearance" and showed the old and the new price.

The dollar stamps were in those bins...

It must be nationwide then. All the clearance ones by me were $3 and $5 too.

I picked up a few of the dollar stamps too. The high-heeled shoe is too cute!
