And for a truly safe vellum candle holder, have you seen these:Battery Operated Tea Lights ? My mom sent me some of these, and they are neat! They flicker like a real candle, with NO FEAR of starting a fire! They would be perfect for something like this! Google LED tea lights, and you will get lots of hits!

I got mine at Michaels, but also saw them recently at our local Walgreens drug store. They were also out before Halloween at Joann's if you don't mind the orange base to them. I used a tealight in the one shown in a strand above, and was amazed that the votive screen didn't get hot. If you use a tealight, make sure you put it on something like a tile or sandstone coaster like I was using, as the tealight can get mighty hot on the bottom and may scortch your table top.
I used a bulk package of vellum that I had picked up at Joann's a while back. I used the classic ink pads, just being careful to allow time for the images to dry before doing anything else. They're so fun to make! To keep mine sturdy, I made a second set of panels, this time cut apart and slightly cut down and I glued them to the inside. I thought it also made a cleaner look to the finished product. Have fun!
