Default Is there a tutorial for this?

I was on Pinterest a minute ago and this card came from here and she says she did ink and acetate sheet for background. I looked on Mondays challenge around the date she posted, as well as the Thursday one... but I do not see one. Anyone know how to do this or would direct me to how to do it?

This technique seems easy but the results are so nice. Like GinaK says, "You want to touch it and 'feel' the puffy softness!"

Want to try this technique. Thanks for asking if there was a tutorial and thanks for the OP response.
