I think there might be copyright issues with scanning purchased papers.
But even if there aren't, my scanner sucks. And even if my scanner was okay, my printer ink is waaay too expensive for me to even think about doing that. Also, my printer sucks.
I haven't seen anything prohibiting a person from doing it for personal use, although I think the paper companies would highly discourage it. I have done it a couple of times when I needed just a little piece more to finish a project. I tend to use more digi papers if I want to print multiples and make sure I have enough to finish my project. Nothing worse than working late into the night only to find out you're short 1 piece of paper.
