Strong glue safe for kids to use? No gluestick or glue gun

My daughter is participating in a craft fair at her school and what we make needs to be primarily done by her -- at this point we have a number of options but if it is a craft that is not stamping/paper related (I know, the horror) I am wondering what is a good STRONG glue that is safe, like no glue stick or hot glue guns -- i.e. if she does this peppermint wreath that you glue peppermints in a circle to make an ornament what would be good (ok maybe I might bake those to melt together but lets' just say for example something that will hold something like that.

Not sure if good ole Elmer's glue will hold stuff? You guys are the craft experts extraordinaire and knew that a lot of you were teachers so might know.

OOOH! I didn't think of those! Also I remember Lisa Bearnson demonstrating those Glue dots on QVC and saying how those puppies held really well.

* If you use the "starlight" mints that are wrapped in cellophane, you can use a warm glue gun.
*If you are trying to "glue" the actual candies together (unwrapped), use Royal Icing instead. It's the stuff that turns hard to hold gengerbread houses together. Buy Wilton brand meringue powder. The recipe is on the container.

Would Aleene's tacky glue work? It seems pretty strong.

I was going to suggest this too. It's thicker than Elmers, and won't drip as much.

I have that! How great, I haven't used it yet, I can't remember why I bought it now, but I think it had something to do with something I saw on HGTV. Thanks!
