How do you Spotlight

I know I am missing it somewhere, but I have seen some beautiful cards with the spotlight technique and I can't seem to find instructions. I went to the resources section and didn't see it there and I went to the gallery and didn't see it there in the techniques gallery. Please, anyone, if you have the answer, I would love to try this. Thank you for your help.

Here are some very basic instructions that might help you figure things out:

1. Stamp image two times. On 2nd stamped image, choose an area to highlight. Your 'SPOTLIGHT' can be any size or shape...squares circles, stars, rectangles etc.
2. Colour as desired.
3. Cut out the shape and mount onto a contrasting colour (often black) of paper leaving a very thin border.
4. Apply very thin foam tape to the back of the "SPOTLIGHT’ image.
5. Mount the 'SPOTLIGHT' image right over the original image, being careful to line up the top design with the one underneath.

I have also read that instead of mounting your spotligted image on contrasting coloured CS, you can colour the edges black.
