SU! does sell a shimmery white - in the current Canadian catty, it is on pg. 160.
For watercolour work though, actual watercolour paper works best. I just buy mine at Micheal's when the artists pads are on sale or when I have a coupon.
As for the heat embossed roses, if you are going for a watercolour look, try the pencils & gamsol technique.
You could also try chalks for a very soft look.
Or try colouring them with markers & then layering some vellum on top to soften the look.
