Envelope Source

I know that I have seen envelope suggestions here before, but:
I need to buy mailable envelopes that are smaller than an A2. (I am using then for RSVP cards inside an invitation.) I did finally find an online store that carries some, but I think that I am going to pay shipping in an amount about equal to the cost of a box of envelopes.
Does anyone know of a brick and mortar store that sells this size envelope?
I live in the Baltimore metropolitan area, so we have lots of stores to choose from.
