Not as easily no. It's designed to be used on a straight edge, there are punches on the market which are designed to do curves, but I'm not sure who makes them, Fiskars possibly. Someone else might have a better idea.
I see Hobby Lobby has 30% off Spellbinders & I have a 40% coupon. I think I'll treat myself to the scallop circle die set! Doesn't that sound easier & more fun!?
It sounds much easier! You can cut a narrow scalloped strip and cut little notches along the straight edge which makes it possible to curve round a circle to layer behind it, but an oval is harder to do that successfully because of the more acute curves at the end. And the old-fashioned way was to punch lots of little circles and arrange them behind to look like a scalloped border. Dies are definitely quick and easy , and if you can get a good price, that's even better .
If you have a corner punch they can also be used to punch around a circle. There are several videos on You Tube showing how to do this and the technique suggested above

I was just gonna suggest getting scalloped ovals or circles dies from Spellbinders!

Yep, I was surprised to find that out yesterday (HL coupon). I thought it was something new. I only got the 40% off. I didn't get the scallop circles because they only had the jumbo set. Thank goodness I didn't get that $50 surprise at the checkout! ha ha.
Any way, I bought the picot edge circles. I hope I'll like them. They're a little more lacy & fancy than I wanted. I'm going to nose around the internet for some samples.
Oh, the Lacy Circles are lovely , I got them and use them a lot. I probably do use the scallops more, but I like the lacy ones.
And I smile every time I see people spelling lacy correctly. I know Spellbinders spell it lacey, but no matter what US/UK dictionaries I check that is not a standard spelling and I cannot bring myself to use it.
