Then you need to ask for a chicken tractor, which is a portable coop. You can scoot it along, for fresh ground, and keep the dogs out. I asked for this tractor for Christmas last year.
My dog points at everything that moves. He is an American Bulldog/Pitbull mix. He likes to make the chickens scatter, but that's it.

I live in the country and have 97 acres and my husband won't get me a chicken coop. He says our dogs will kill them. I want shickens!!!!!!!!!!!!!!!!
I have 5 dogs and not one of them bothers the chickens. Yes, they might give a quick chase if they are feeling frisky, but they learn fast not to chase the guineas! LOL!!
I feel your pain though. It wasn't until I was in my 60's that I finally had the land for lots of critters. I wish it had been years earlier though, as now the arthritis is my feet keeps me from enjoying it as much as would have if I had had the chance years ago.
BUT, to not have something you want because your husband won't help you is certainly no credit to him. I wouldn't put up with it for one second! Get yourself a chicken tractor to protect your chickies and tell him to go fly a kite! Hahaha!!! Not really, but my husband has only told me ONE thing I can not get and that is PIGS! He didn't really tell me I COULDN'T have pigs, but his statement was "it's me or pigs", so if I've had enough of him, I know how to make him move on!
Fortunately, I've had him for 32 years and he has tolerated all my critters all that time and if I had to choose pigs or him, I'd certainly take him!
Here is my new hen. She needed a new home because she was the only silkie in her flock, and was being picked on. We only have one silkie, Todd, from our attempt to incubate fancy silkie eggs. Todd was living alone, and now he has someone to be with.
Her old name is Nugget, but I need to change that.
