Hands down, the best, and believe me its super easy to use is : Microsoft Live Movie Maker, most newer computers its already there, and if not you can download it for free.
Its really great, super easy to use and has everything basic that you need.

I have to agree with Katina I made my first video yesturday and used Microsoft Live movie maker and although it took me a couple of hours now I know where everthing is it will take me minutes to do now and best of all it has a youtube upload button so if you have an account it sends it straight there.
