I buy from Dick Blick and enjoy the Fabriano hot press paper. It's available in several different sizes and blocks, etc. Plus, they have a bright white. I prefer the hot press because it's smooth.

Strathmore brand is a good value - widely available, reasonably priced and good quality. The pad I have has a yellow cover, and is cold press, 140#.
When I have a little more money to spend on paper, I buy Fabriano... I have 2 different pads of the cold press (light texture) and the hot press (very smooth). Both types have 25% cotton content. I also love their watercolor stationery cards and panels (Fabriano Medioevalis).
At Hobby Lobby you can buy big sheets of hot press for under $7.00. You can find it in the art department with all the mat boards, usually on the back wall. Cold press I usually buy what is on sale for the week like Strathmore or Canson. I do really like Canson.
I have the Strathmore cold press that Dini suggested, and I use it a lot, especially for Distress Ink BGs, but for when I need a very smooth surface for a detailed outline stamp I use Canson Arches Hot Press 140 lb. It's pretty reasonable. I either buy a big sheet at the art supply store in town and cut it up or order a pad from Amazon or Blick.

Ranger/Tim Holtz watercolor paper. It comes in 8-1/2 x 11 and a smaller size (I cannot remember the smaller size). It is smooth on one side and textured on the other side which is feature that I really like - 'two for one'.

QueenOfInkland, I've never tried the TH paper. How smooth is the smooth side? Is it as smooth as hot press paper?

Can you please tell me the weight of the Ranger watercolor paper? Is it more like a hot press watercolor paper?
