Your MIL isn't using the scarves any more. (No disrespect meant there.) If I remember correctly, your DH doesn't have any siblings who might want them, and I suppose by default through inheritance the scarves belong to him.
IMO, if there are some that you'd enjoy wearing, it's OK for you to have them.
